Functional Project Manager
Huffman & Carpenter, Inc., (H&C) is seeking a
Chief Operating Officer/Senior Functional
Project Manager. Chief duties are
to expand our business development and project management staff, diversify our
client base, and augment the technical services H&C currently provides to
clients including improving our technical scientific cutting edge over
competition.
Typical services presently offered by H&C include: hydrologic, terrestrial and
aquatic ecological assessment and monitoring; water quality assessment,
monitoring and modeling; impact analysis and NEPA; wetland delineation;
watershed assessment and management planning; NPDES storm water monitoring and
assessment support, including full SWPPP services; biologic and other natural
resource management planning, water quality and wetland mitigation design,
construction implementation and monitoring; Chemical Application Management
Plans, and; environmental and natural resource survey design and analysis.

provide regulatory solutions while allowing for construction and project
implementation with cost effective and realistic conditions of approval. H&C’s

The ideal candidate must have at least 5 years of management and business
development experience in an environmental or natural resource consulting
environment with responsibilities in managing major projects, funding
opportunities for areas of special expertise (wetland and water quality).
An individual who works well between blending the functional management with
project management, utilizing a smaller team environment that operates a matrix
management structure is desirable. Minimum qualifications are a Masters or
Doctorate degree in any discipline of the environmental sciences, hydrology,
biology, or engineering. The candidate would be expected to develop a new client
base to a level that would contribute significantly to fund the salary of the
position within the first year of employment. Such funding could be through new
contracts or via new tasks or projects within our existing client base. Salary
as well as incentives are negotiable and will be commensurate with experience
and qualifications.
Responsibilities will include:
• Interacting with major clients as a corporate representative;
• Marketing and developing business strategies, management processes, and
scientific procedures;
• Supporting business development efforts by leading or assisting in proposal
development and marketing activities in California and Nevada;
• Serving as project manager, task leader, or expert on specific tasks or
projects, including managing schedules, budgets, and quality;
• Providing senior technical and regulatory guidance for ongoing projects,
construction implementation, regulatory permit planning and strategic
development, and various internal procedure processes;
• Assisting in building a diverse scientific staff that can work
interdependently, while taking individual responsibility to complete projects on
time, in budget;
• Mentor, challenge and inspire junior staff to develop and consistently do
their best.
To be considered, the candidate should possess
the following qualifications:
• Five years of related experience, with proven success managing environmental
or natural resource consulting firms in a regulatory environment while
generating new business;
• MS (PhD preferred) in natural resource consulting (environmental sciences,
hydrology, biology), or engineering discipline applied within a regulatory
environment;
• Demonstrated experience with statistical analysis, quantitative scientific
problem solving, ability to educate and inform client/regulatory staff;
• Demonstrated experience with technical scientific expertise and ability to
bring this to day-to-day operations and processes.
• Experience and education with hydrologic and wetland regulatory projects for
public sector clients, including experience with application or management of
common public domain hydrologic and water quality models;
• High degree of integrity and professional ethics.
