At the request of the Fundacion La Puerta, H&C, Inc. has prepared a preliminary cost benefit analysis to assess the least cost solution for a proposed river restoration project. Presently there are four options: 1) a no action plan, 2) the proposed alternative of an 11 km concrete lined channel through the town of Tecate (to gain additional land for development purposes) 3) a natural restoration project which encompasses a restored riparian/river (with treatment wetlands), and 4) a hybrid model of alternatives three and four that allow for some concrete lining and some natural restoration techniques.
